New GSE Rules for Incentivised Plants – What Changes from 1st April
Owners of incentivized plants must prepare for the new deadlines
The GSE has made official, with the publication of the Directorial Decree n. 45 of 12 March 2025 , the new operating instructions for the management of end-of-life photovoltaic modules (RAEE) relating to the systems incentivised with the Conto Energia. The new rules will come into force starting from 1 April 2025 and are valid throughout the national territory.
These changes arise from the application of Law 11/2024 (DL Energia) and Law 115/2024 (DL Materie Raw Critiche) , which aim to improve traceability and sustainability in the management of waste from electrical and electronic equipment.
What changes from 1 April 2025
1. Two options for the economic management of the end-of-life of panels
Those who own an incentivized system now have two options:
- Do not join a collective system: in this case, the GSE will withhold 20 euros for each photovoltaic panel directly from the incentive.
- Joining a WEEE Collective System (e.g. Eco-PV): by paying only 10 euros per module , you entrust the management to a specialized consortium.
Savings can be 50% per module compared to the standard withholding.
2. Time window to communicate membership to the collective system
GSE has set two annual 60-day windows to transmit one's membership to a collective system via the SIAD application:
- First window 2025: April 1st to May 31st
- Second window 2025: from 1st July to 30th September
From 2026, the windows will be:
- February 1st – March 31st
- June 1st – July 31st
Anyone who does not join in time will automatically be subject to a €20/module charge.
3. New simulator for calculating odds
The GSE has activated an online simulator that allows:
- To estimate the amount of withholdings
- To plan a possible installment plan for the entire remaining period of the incentive
4. New rules for photovoltaic revamping
The cases have been simplified for:
- Total revamping (complete replacement of modules)
- Significant revamping (partial but significant replacement)
With clearer indications on the documents to be presented to certify the correct management of the decommissioned modules.
What is a WEEE Collective System and why is it worth it?
A WEEE Collective System is an authorised consortium that deals with the end-of-life management of photovoltaic panels on behalf of system owners.
Joining a collective system like Eco-PV means:
- Save on costs (10 €/module instead of 20 €)
- Fully delegate management, disposal and traceability
- Obtain useful documentation for GSE and for any checks or revamping
How to join
- Registration and membership in the WEEE collective system
- Filling out the SIAD form online
- Technical and regulatory consultancy
- Document management in case of revamping or decommissioning
