5 Essential News for Those Who Have Incentivised Systems in the Energy Account
The new GSE rules valid from 1 April 2025
The GSE has updated the operating instructions for the management of end-of-life photovoltaic panels (WEEE) incentivised through the Conto Energia , implementing the provisions of the Energy Decrees (n. 11/2024) and Critical Raw Materials (n. 115/2024).
The new rules, approved by the Ministry of the Environment with Directorial Decree no. 45 of 12 March 2025 , will come into force from 1 April 2025 and will involve all owners of incentivised photovoltaic systems , including professionals and private individuals.
The 5 main GSE innovations on photovoltaic WEEE
1. Introduction of the GSE simulator for withholdings
GSE has activated an online simulator that allows operators to:

Calculate the guarantee fee retained (€20/module)

Plan a payment plan for withholdings, spread over the remaining period of the incentive
2. Possibility to join the Collective System (10 €/module)
As an alternative to the standard withholding of €20/module, the GSE allows membership in a WEEE Collective System , such as Eco-PV , by paying a reduced fee of €10/module .
This membership allows for complete and tracked management of the end-of-life of the panels, delegated to a recognized consortium.
3. New time windows for joining
To communicate your membership to the Collective System, two annual windows of 60 days are foreseen:
For 2025:

First window: April 1st – May 31st

Second window: July 1st – September 30th
From 2026:

First window: February 1st – March 31st

Second window: June 1st – July 31st
Outside these windows, GSE will automatically apply the €20/module withholding.
4. Rationalization of the rules on revamping
The rules for those who carry out total or significant revamping interventions have been simplified and clarified, with new indications on the documentation to be presented to certify the correct management of decommissioned modules.
5. Mandatory use of the SIAD portal
Memberships to the Collective System must be sent exclusively through the GSE SIAD portal , by completing the dedicated questionnaire “RAEE - Membership model for a Collective System”.
