Solar energy is gaining ground in Italy, with new regulations and incentives facilitating the adoption of photovoltaic systems. November 1, 2023 marks a period of significant development in photovoltaic energy in Italy, thanks to several regulatory updates and government incentives.

A recent decree from the Ministry of Ecological Transition has paved the way for the liberalization of photovoltaics, simplifying the procedures for installing photovoltaic systems up to 200 kW. This move is in line with Italy's goal to incentivize the adoption of solar energy, while also reflecting a global trend towards renewable energy.

Incentives for photovoltaic systems up to 800 watts have been extended until November 2023, with an incentive of 40% of the cost incurred, making solar energy a more accessible choice for many Italian citizens.

On the performance side, in the first three quarters of 2023, Italy connected over 3.5 GW of new PV power, showing an impressive 116% increase compared to the previous year. In the first quarter of 2023, 1,058 MW of PV were connected, with more than 54% in the residential sector.

In terms of regulations, the PNRR 3 Decree introduced exemptions from environmental assessments (EIA) until 30 June 2024 for various renewable energy projects, including photovoltaic systems, further simplifying the authorization procedures. Furthermore, further simplifying measures have been announced, such as the "Asbestos Premium" for systems installed to replace Eternit/asbestos roofing, offering a premium of €12/MWh on the energy produced. The regulations also clarified the simplifications for the installation of systems and approved a plan for the battery bonus and energy storage systems connected to photovoltaic systems.

These regulatory initiatives and incentives represent important steps towards the goal of a sustainable energy transition in Italy, making photovoltaics an increasingly attractive energy choice for Italians.
